The last Vanadiel census showed a large proportion of jobs at level 37, SE's comment on this was something along the lines of 'this shows players enjoy levelling several support jobs for their main jobs', I think a more accurate representation would be 'this shows players feel obliged to level several support jobs but give them up as soon as they can'.
The problem is that as the number of new players tails off there are fewer players levelling jobs past 37. I'm currently trying to level a 2nd job and on a typical evening if I try to find a party, there are usually between 4 to 6 people seeking in my level range (50ish) and rarely the right combination of jobs to build a workable party.
One idea I had to alleviate this problem was giving a 'support job mastery bonus' to level 75 players whose support jobs are higher than the requisite 37. Perhaps a small boost to certain stats depending on job combination starting at level 40 with an incremental bonus every 10 levels.
While the support job would still be at half for the purposes of determining skills and abilities, providing some sort of boost for going past 37 might be enough to encourage some people to take those jobs a bit further.
