Stats are generally meaningless in RPGs because the power creep is far too extreme; any attempt at rationalizing it will always be insanely inconsistent. E.g. No matter how much you go to the gym, you'll never be able to swing a club 500 times harder than you used to, or take 500 times the clubbings.
I wouldn't put too much stock into whatever level NPCs are in early missions, because their level is by necessity conveniently close to yours and the boss's. If the cap had been 99 at the time of CoP, I'd bet you Prishe would be level 99. I'd go more with the lore or the character's most recent appearance in any storyline. Also, job/level restrictions on spells only matter when you're trying to consume scrolls; SE can cook up anything they like. Vanilla worms are BLM/BLM but can still cast Stoneskin, and pots are RDM/RDM but can still cast Ancient Magic.
In fact, what does a higher level mean anyway?
At first, it is suggested he is around level 60 because he mostly sticks to ancient magic and -ga II spells. But then he plainly knows tier IV nukes, which would actually put him closer to the original 75 cap. It's just that he only uses them when he uses Chainspell. So he has a questionable AI if nothing else.
