Can anyone please tell me how to get out of the building the race track is in...

You have to go to the area that corresponds to whatever city you entered from and stand on the telepad there. That'll warp you back to the lobby area with the door that leads back outside. So for example if you entered from Windy you would go to I-9 and stand on the telepad there. You can pick up the map from any of the ??? spots on the counters in the general information area .
