You are simply describing natural behavior. It's not a culture of fear and it has nothing to do with 9/11.
In communal animal societies including humans, there exists in general in the community no significant threats. However, when such a threat arises within the community (e.g. someone saw a large snake), they alert the other members of the community to the specific danger. That way, instead of always having to worry about general danger, you can watch the ground more closely than you would the sky...
This has obvious benefits because if there is a new computer virus, you won't be scanning your hard drive for rapists...
