I asked a GM the exact same thing back when my character was stuck in Xarcabard. They said they couldn't move it and told me to use the web service to contact tech support. I spoke to them and they asked me to wait 10 minutes before attempting to log on. When I did I was back in Jeuno able to freely walk around on my frozen character.
