This is the truth, I used to work in Nu Skin ent's Call center. It was funny when people would ask for my supervisor because our supervisor's had been off the phone for so long that even if he was available to take the call in all likelyhood he'd be asking me to help him make whatever fix was necessary on the computer. We had a few customers who where worried us peons on the phone would ruin their ten dollar order and would ask a manager to do it, who would inevitably screw up the order because he hasnt had to do that in forever.... Good times.
The fact is, when dealing with a call center, rather then getting upset with the person you spoke to, just thank them for their time, hang up, and call again. In all likelyhood you'll get someone different who may help you even if its against their own protocal.
