People go to Qufim because you can stay there for hours as long as you have a Sync and get consistent 7-10k an hour depending on your setup. That's godly xp for that level.
Of course that's provided there's not already five parties botting for XP targets like they do HNMs. What completely throws me is why people would rather sync to 20 and go to Qufim than sync to 55+ and go kill things in Aht Urhgan areas. Yes the XP is good in Qufim (if it's not full) but there are even better places available at higher levels.
Because you can only sync down, not up. People looking for members might not find 6 55+ people, but can find several 20+ and make a good party setup with them. I'd obviously go the place where the lowest person would level without being synced, which means that yes, I'll go back to the Jungles or the Citadel.
Besieged is too rare to provide practical solutions to skill issues (plus you have to be pretty high level to have any chance of hitting at all, let alone with an underskilled weapon or spell). Soloing EPs will at least keep you within a reasonable distance of cap, and if you want to go the rest of the way, you can form a skillup party, or wait until you're the lowest level member and everyone else is syncing to you.
You can also go to a campaign area where the allied forces are attacking a beastman-owned wall and attack the wall *without* getting campaign tags - this allows you to get skillups, but it's risky because if the beastman army arrives and kills you, you lose exp for being killed outside of campaign. You also don't get any campaign rewards.
so what have people been doing about skill issues?
Saying no to Sync parties below a certain level when you need skill-ups works too.
I haven't found people really trying hard to stick with Qufim. Most of my Sync experiences, it seems to just be find six jobs that work, and go wherever it makes sense for the lowest member. For me so far, that's been Qufim, the jungles, Sauromugue beetles, Altepa, and Garlaige.
I'm not saying people don't do it that way (I know there's a group in my LS that jumps on pretty much any chance they get to Sync to 25ish and hit the jungles), just that it's not the only thing happening by a long shot, either.
Ellipses on Fenrir There is no rush. If you're not willing to take your time, don't be surprised when no one wants to give you much of theirs.

Also this will only cap you out at about Lv150, so it's pretty limited there.
I've run into a skill up problem after accepting too many level sync invites too. My GS is only 124/217 and I FINALLY capped Scythe after all of the level sync damage was done by level 63 on DRK.
To fix this problem, I'm only accepting or forming PTs 55+ for leveling GS with /war. The double attacks you get every now and then over a long period of time help and 55+ helps a lot with the effectiveness of my gear for ACC. Once I make a level 55+ on GS, I got back and cap Scythe before going back to GS.
Eventually, I'll be able to use GS closer to my level without it being any more ridiculously gimped than it is now. It's easier to fix skill cap issues the higher level you get because it takes a lot more XP to level up each time.
Level sync is great IF you don't use it too much with people way under the levels you need to get skill ups. I think that if you balance your behavior, you should be fine with maintaining your skills.
The only issue I have with Level syncing on WHM is that I have to change all of my bloody macros just to function in the party then change them all every time the target levels or the party disbands. It can become a huge pain sometimes especially when I'm invited to a sync party without being told beforehand so i have to hold up the entire group for a good 15 mins while I try to sort out all my spell and gear macros as well as gear itself.
I know JP parties have an annoying habit of not telling you it's a sync party before inviting you which bugs the heck out of me sometimes. The last party I was in as a 68 sync fighting Imps, if I knew I was going to sync down and there was a RDM I would have subbed SNM instead of SCH for extra refresh.
1) Hit up Campaign, don't get any tags, spam low damaging spells of whatever you want to skillup with. For low level Blu stuff I'd recommend Poison Breath, Sheep Song, and Soporific because the physical damage spells don't seem to get as many skillups.
2) For 50+ two handers go out there as Job/Sam and use that Hasso
3) For people who can no longer get skillups from Campaign, or are too low level to get them from Campaign, find appropriate mobs to skillup on.
4) Other high level options would be to help a friend break a latent, or hit up a Besieged if you can.
5) Level capped assaults.
6) Failing all of the above, make a skillup party.
You have the right to remain silent, anything you say can and will be misqouted and then used against you.
I don't have a big ego, it just has a large mouth.
Don't forget the possibility of doing two things at once, and farming while you skill up. For example, the bees outside of Jeuno are good for that, up to perhaps 70. If you have more than a few levels above them, they won't do all that much damage...
