If your questions is, can you delete your existing character (if you happen to have one) and create a new character on a different server, the answer is yes. You will be able to re-use the content ID that was attached to your first character.
In every bit of literature that SE gives you, they stress one character per content ID. Characters cannot share content IDs -- even if they don't exist on the same server. You cannot temporarily remove one character from a content ID, and attach another character to said content ID.
