It's not even RMT selling characters anymore, (well okay they still do but you can tell not just RMT doing it) just look on eBay. But now that they've closed one loophole, people will find another.

By definition, anyone who sells a character is RMT.

Plus, supposedly S-E has employees who are paid to read forums like Allakhazam. Some BG person (Bercus?) seem to be able to meet with FFXI's manager types once or twice a year to interview them, and he usually peppers his questions with suggestions. GMs likely get earful of suggestions all the time, though I don't think they are supposed to send in player suggestions, and many of those suggestions are unfit for polite company anyway.
