I can confirm that it works that way at at least one other bank (the one I work at). The teller not knowing that (and not asking their supervisor when they obviously could not have been sure) is pretty sad.

From what I get out of it, the ATM "Ate" the Card, only the money was blown away. So the card was still inside the Machine, it wasn't laying around for others to see.
And "Fred" is mad at the teller "Homer?" cause he said the card number will still work regardless, yet it didnt', so Fred went to see what's up, and the Teller just said "D'oh".
Least that's what I got from it.

They clean out those machines once in awhile, I'm sure. What they do with the contents inside is to the discretion of who's manning the machine.

Somethin similar happened to me a while back so I can appriciate the humor.
Though I really don't see him blaming anyone, except the bank teller. And if him making a freaking comic is his way of 'misplacing' anger, then he must be a really laid back guy.
Though to be honest, I don't think a guy who pokes fun at himself and allows others to laugh along with his misfortune is really all that angry, frustrated maybe, but not angry.

I worked banking customer service. Tellers and branch employees usually know exactly zero about bank policies like that. Most branch employees are hired for their speed or sales skills.
Regardless, the initial blame falls on the customer's part for simply not grabbing the ATM card when it got popped out. It may have made fetching the cash a bit tougher, but it would have made everything else easier.
The funny thing is, most banks can just hold the card when that happens. At the end of the day the manager should be able to collect the card from the machines.
I'm with Feba on this one, SE is annoying but I don't see how they really had anything to do with what happened.
