Drop rates

Since they are RARE/EX, and sometimes vital (more or less), shouldn't items like Moldavite Earring, Bounding Boots, Nadrs, Empress Hairpin, and Shaman's Cloak be 100% drop rate?

No, they would lose some of their novelty. Part of the reason these pieces of equipment are so special is because they are not easy to get.
