Campaign Ops Has Me Confused. ???

There's something I'm not understanding about Campaign Ops.
Could anyone explain for me please?

A few days ago, I took part in, and completed my very first Campaign Op.
I decided to choose the first one from the top of the list.
Resource procurement : stock And Awe 1 for Windurst.

So, the quartermaster asks to use your harvesting skills to harvest Saruta cotton from West saruta [S]. Well I don't see what the point of asking me to harvest it is, since I'm pretty certain that there are absolutely NO harvesting spots in West Saruta [S] (in the past) whatsover! Thats sounds quite silly to me! Hmmpphh!
I didn't want to go all the way to West Saruta in the present to harvest it either, since it would take too darn long! So I just used my mule to buy one from the AH, then send it onto my main character via the postal guy instead.

I don't understand the point of that harvesting operation at all.
Is there something I'm not doing correctly?

Also....
I went back in today, hoping to do the next operation on the list from that one I have already done.
Materiel Storm 1 for Windurst.
I had thought that once you have done the 1st one from each category, then you can move onto the 2nd one in each category, then the 3rd, and 4th.... and so on.
But unfortunately, as I didn't understand it..... I only got the option to do the same first one again which I had already done.

I just don't understand it at all!
How do you get to move onto the next operation in a category from the 1st one?
Is it just a random thing.... or what?

Could anyone explain a few things to me here please?





Edit : (a few mins later) I just read something about the harvesting points being in a different place in the past, from where they are in the present. (I was looking on the wrong map, the one in the present) I'm going to try that instead.
I think I may have jumped the gun a bit. Sorry about that.

The next tier of a mission type doesn't just open up just because you completed the first one, you must participate in other Campaign Ops, particpate in Campaign and do regular campaign evaluations to gain new ranks to unlock new Campaign Ops.

There are harvesting points in the past. The one's I've seen are all on Starfall Hillock.

There are a few on west side, mainly on the higher elevation area, above the cliffs. Not sure if they are at the exact same spots as present day, but those familiar with harvesting routes would be able to find them.

They don't appear as often as present day ones, though. =/

Odd, so it's not the normal, use up one harvesting spot it respawns somewhere else thing?

I'm going to have to experiment with this a bit now.

Also, if it's the same in Windurst as in Bastok, the quartermaster doesn't really care where the material's from. So as long as it's a clump of Saruta cotton, whether it's form AH, present day harvesting, or mandy's cold, dead flipper, it should be good.

You move on to the higher tier Campaign Ops by obtaining higher Campaign rank.
