Registration codes are locked to the region the PlayOnline registration code used to create the account was from. Also, to edit account and billing information, you must be using the PlayOnline Viewer client from the region of the account. If you have a JP PlayOnline account, you have to buy Japanese games and expansions just for their registration codes.
