I haven't really see a MMO that "let low level have fun" beside FFXI, FFXI is the only game where low level players (not cap) have many things to do. Consider since many things require "level cap" BCNM is one of them.
I am sure WOTG will have alot low level things to do as well...just people never brother to do them. I mean who really does Promies right on level 30 anyway ?

I personally love taking people who are barely 18-20 on Garrisons and people who've just dinged 30 through Promies. It's a great break from the exp grind, for both the new players and the old. I do kinda wish there was more easily accessible low lvl stuff that can be done in small parties, but I don't expect it any time soon.

And 'low lvl' content that we'll see in this expansion will be from either side-quest mini-games (like choco raising and Pankemon) or from the new jobs themselves.
