Exact Character Stats

Is there a place that shows exact character stats in regards to like what you actual skill would be for goldsmithing like it shows 18 but where can i find a place that shows like 18.5. and so on for the exact character stats. Plz help. thanks

You can't. The only way to do this is see when you skill up, and keep your own logs of it.
