There isn't any evidence to support that. There is a thread at BG about it, and no one there has said 100% drop rate.

I usually got pop items within 12 kills, not terribly difficult to obtain. I soloed them on whm/nin but takes a while and have to compete for mobs, but usually during the week it's not as busy.
So far the LS is 4/13 on Pallas, 4/10 on Alky
Edit: The NMs arn't all that bad, we did Bard, War, Whm for them.Comment

The pop item mobs aren't too tough. I was easily soloing them as DRG/WHM. Most non-solo DD and mage duos should be able to farm pop items pretty well.
