Oh this is cool. When I first started playing this event was going on and I didn't know what the hell it was supposed to mean. (It was birds that year but whatever.) I just thought random NPC mobs flew around everywhere all the time. It wasn't until later that I realized it was an event, but by then it was too late.

Soo now I saw these checked theinfo on the event and went to find these things. It says you can come into contact with them and get good fortune but do you have to trade them or something, because I went up to it and just checked it whatever and nothin. Hmmm. Let me know if you had any luck. Thanks.

I got something to happen, I traded gil to the leading brugard and it said:

"Snort! Sno~rt!
(Ah! it's the year of the Rooster.)

Snort... Snort...
(Your year will bring fleas.... lots of fleas)"

I did it a few times and got shock spikes, enthunder etc etc just gives you good status effects.

P.S It was the Wood bugard in La Theine.

talk to the little boy by Ranfurre gate in N-Sandy. Then trade a linen cloth to Wood Buggard, running around West Ronfure-you will get a new years present. Take present to the boy and choose- what's in his pocket- the boy will give you a club- Battledore.
Equip Battledore and buy 2 black ink and a bast parchment, Talk to Dilauriome on top level of Juneo to Windy airship- he will give you a painting.

Yea I saw them about 3 times yesterday, one time I followed them around for a little while but nothing happened.

So those that can't take the airship can't get the painting?? Can anyone confirm this?
