To answer the question without lots of searching, most servers are roughly equal. New players are always placed on the least populated servers by default to keep the world populations balanced.

If you want to go to a heavily populated server, you'll need a World Pass from a player who is already on that server. See the sticky thread dedicated to World Pass Requests in each server forum here to request a pass for a specific server.
