Actually publicly banning gil buyers, making sure to note that these people were banned *just* for buying the gil, should slow down RMT as it would prevent a lot of people from buying from them. Most people who buy gil do it because they think that there's no chance of getting caught. If they start pointing out that people do get caught and then punished for it, many 'on the fence' buyers would decide it's not worth the risk.
It's basic supply and demand. Because the demand to buy gil is there, people will try to fill the supply. Lose the demand and the suppliers will move on. There will never be a 100% RMT free game, but doing this would certainly be a step in the right direction.
