I am going to assume that you can obtain it through Assaults. You take the ??? you get when you win an Assault and get it appraised. I am basing this off of the fact we got 2 Storm shields the other day like this.

Most of the Storm items are from the TOAU area, somepage and FFXIclopedia has the item in their database, but do not know where to get it from.

It might be a drop from an assault mission as a ??? helm. I know that Storm Ring and Storm Loop both are lv 50 and are dropped from assault, but I'm not 100% sure about this.One Windurst to rule them all
