Are they active full time or triggered i just bought sum Wagh Bahkanas for very far along future use Hidden effect = +15 attk + 5 Acc is this active full time or triggered like Latent effect?

You should watch the buying things for the far off future stuff (It will be a while before you're 72nd level--this isn't WoW). This is especially true for cheap/questable items and those that pop up on AH frequently. In about a month or two, I'll predict you'll be selling those back to the AH just to get space for the gear you'll be using and the other crap you'll have stored in your Mog House. Also, once you hit level 30 or so, you'll probably start getting curious about some of the advanced classes and end up playing with them for a while. Of course, some people are laser-beam focused and don't do this. Remember, you need to hold gear for (at least) WAR to 37 and probably NIN as well; you'll probably want to hang on to some 30-gear for promy, various BCNM level ranges for gear (20/40 most likely), consumables (food/potions/shihei), crafting materials (if you plan to craft), farmed items that you haven't sold yet, Rare/Ex gear, chocobo food, tree cuttings, coffer/chest keys...
[EDIT: Nevermind]: I looked at your character information in your drop-down rather than in your sig (Inuyasha distracted me from the rather unassuming text below)...
