I honestly think that to get an item for staff and hat you need to wait a day before being able to get them...
The only item I needed was a new Trick Staff 2 and a Treat Staff 2. I didn't pull my other items out of the event storage npc, the only item I had on my was a Treat Staff. Bought a couple of stacks of ginger cookies from AH in SSandy, zoned into NSandy.
Found a npc with a costume that wasn't running around, and began spam trading ginger cookies, after 30 cookies I got Pumpkin Head 2, which I already have but is in storage.
I equip the Pumpkin Head 2, zone to SSandy, zone back into NSandy, come back to same npc I was at earlier. Began spam trading more, after about 70-80 cookies I get Trick Staff 2.
I equip the Trick Staff 2, zone to SSandy to buy more cheap ginger cookies, zone back into NSandy and go back to same npc that I was at for previous two items. Begin spam trading, about 80 cookies later I get Horror Head 2.
Equipping the Horror Head 2, which I already have but it's on the event storage npc, I zone to SSandy, make sure I have enough cookies, zone back into NSandy. Returned to same npc I was at for previous 3 items and began spam trading more cookies, about 100 cookies in I get Treat Staff 2.
So I drop the duplicate Pumpkin Head 2 and Horror Head 2 that it gave me, send the extra ginger cookies to a friend that was going to do the event that call it a day. Already have both Witch Hats, and had both pitchforks from last year. Even though I used the same npc to receive all the event items, you could probably switch which npc you went to if you felt the need, but it wasn't worth the effort. The entire time I only used Ginger cookies, didn't need to switch my sweets either.
Um, actually, all you have to do is to wait an hour between trading the same type of sweet to the same type of "event NPC" and you can get items, or costumes as a "treat".

that's not exactly true. if you trade them a cookie and get a costume, then you won't get another costume (from a cookie) til the next vana day. however, you can still get items from them during that time by trading the same item repeatedly. when I finally got my Trick Staff II I equipped it and got my Treat Staff II about 5 trades later. I was using Ginger Cookies the whole time.
The day restriction only applies to costumes, not items.
I'm just gonna throw this in here lol, I tried and tested a few ways to get HQ items, the easiest way in Windurst (I can't say the same for other nations) is to trade Garlic Crackers to a NPC in Windurst Woods at (G-8) known as Nhobi Zalkia, it took me about 25 crackers to get my Treat Staff II, and Horror Head II, it took my mule about 23 crackers just to get Treat Staff I. The # of crackers may vary, but luckily garlic crackers are pretty cheap, this is a good strategy to me, I hope his helps anyone who still has no HQ items
Edit: Eticket 109 is right, I forgot, you have to be wearing the NQ Equivalet to recieve it's HQ version

Nope, it's just for playing around town in. It'll vanish as soon as you zone out. Good for screenshots, scaring newbies, creating interesting movies and stories, etc.
