My guess is that those are rewards available through the Halloween event, and that the latent is triggered by something like Full Moon.

Looks like the mage gear is general mage gear, not BLM specific. The hMP staff is crap for healing and it's 68th level... Dark Staff trumps it, and it's not even as good as the old Pilgrim's Wand. It does have MP+25, HP+25 though. Might be nice for SMN, but it's usefulness is limited. I assume it's a cost-effective or easier-to-obtain alternative for pole wielders.
