They were planning to give the rod to the randomly drawn people out of those who completed the survey at the TGS, but there were too many people trying to do the survey than expected, and that made SE's booth too crowded and could affect the entire TGS if that continued as it had, so they decided to discontinue it. That's what they're appologizing to.
In addition to those who completed the survey at TGS who are already subject to the drawing, JP players will have an opportunity to complete the survey on POL Viewer for the chance to win the rod. While the chance to win for those completed the survey at TGS remains the same (as per the original win/lose ratio), for those who will do it on POL, there will be more rods availbale than originally planned.
Online survey will be conducted as follows;

From: 10/4 around 14:00
To: 10/5 around 14:00
Times are JST, and you must have a JP POL Viewer to complete the survey. Further, as it requires the character's name/world for the purpose of delivery of the rods, I assume the account must also be JP, although it only states "you must be a user of Japanese version to participate."
