You're right in that there is nothing for them to personally lose. Unless of course they care about integrity, but I doubt most of them take that into consideration. And of course there is the affect of having an unskilled idiot in control of their old character, but since they aren't playing they don't care about that either.
That doesn't mean that I'm ever going to say it's a good idea, or their right, or anything that someone should even consider.
I don't really see an integrity problem with this. Sure, you're giving away "your" character to someone who is most likely a moron, but if you can live with that I don't see a problem with it. The buyer is at fault, not the seller, especially when it's not professional RMT.
I feel that both are at fault. The seller is well aware that what he is doing is against the TOS, but as he is no longer playing, he doesn't care. That shows a lack of integrity to me.
Not even. I think he's entirely right to sell it. Anybody stupid enough to buy an account for a thousand bucks for the idea of becoming uber deserves to lose their money...... and in the end, he won't do anything suitable in the game, due to no knowledge at all of what he's doing and defamed character.
More to the point SE can't do too much to the seller since their recource is to ban him and he no longer plays. I do hope he had the deciency to delete his friend list and drop any linkpearls before handing the character over. I also must agree with Murphies point just above that doing something because he can't be punished does not speak well of the sellers integrity.
Note that he added to his sales pitch that he has excellent reputation on the server. I feel any havoc the new guy pulls that he's able to due to reputation is the sellers fault. Over time as we play we get to know certain online personalities and if they are or are not trustworthy. We use word of mouth and personal experience to reduce instances of loaned gear disapearing, stolen drops on Garison and BCNM runs. Not to mention we are more likely to drop what we are doing to help someone who has done us a good turn than a stranger.
For how bad it could get picture an HNM shell's bank guy selling his character and the buyer playing along till the next god drop, asking someone on your friends list to borrow a gear set for a capped fight, exc.
The only difference between selling this on Ebay and selling it directly to a RMT site is the end buyer will pay less for it and more people are likely to see it. Ethic wise there is no difference. I'm not sure which I would prefer to see SE banning him before the sale so he doesn't get the money or just after so the purchaser buys an unusable product.
I don't see the problem on selling your account if you don't use it anymore. I wouldn't do it, but I could care less if someone else does. The way I see it is exactly the same as giving away your account to a friend or a family member, the only difference is the money but the act is still the same.
The problem is more about a lvl 75 noob that doesn't even know how to access menus and other stuff, leave alone party play.
Also, most of the fun in this kind of game is building up your character, leveling, questing and all that, so buying an account where 90% of the gameplay has already been burned ranks at an even higher level of stupidity than gilbuying, and that's pretty high indeed.
But like Mog said, if someone is stupid enough to buy a character already leveled then the guy should charge at least $3000 ($100 for the account and $2900 for stupidity tax).

I would be perplexed at why anyone would want to buy an account like this. The amount of "playability" left for a character is like a bell curve: the amount of content increases up to a certain level, as new content becomes accessible, but then begins to decrease as that content gets "consumed".
How about this... how much money would you be willing to pay for a character that had every job at 75, every merit category on every job maxed, every mission completed, every quest completed, every piece of relic gear obtained and fully upgraded, etc? Is there any utility left in this character?
