Question about sub-jobs

Sorry for the newb question, but I am a little confused about sub jobs..

How high of a level is your sub job allowed to be compared to your main job? I was told that it can only be half o_O is this true?

It's not a question of "allowed". When you set a job as your sub-job, it's level is compared against that of your main job, and is reduced to one half, rounded down, of the main job if it is higher while it is set as your subjob.

For instance, I have WHM at 75 and BLM at 56. If I set WHM as my main job and BLM as my subjob, my BLM subjob is capped at 37 (1/2 of 75 rounded down). I don't actually lose levels in BLM - but I can't access any spells or abilities from my BLM subjob that are above level 37.

If I set BLM as my main job and WHM as my subjob, my WHM subjob will get capped at 28 (1/2 of 56, rounded down). As before, I don't really lose the levels of WHM, but I just can't access spells or abilities from that job that are above level 28.

oh ok, because i leveled a blm up to 19 while getting my sub job items.. and my main job will be my WHM20. I was worried i wouldn't be able to use the blm as sub job.
