Well, to be honest, most people will claim their server is the best. If you're playing on an American or Japanese timezone pretty much any server will be fine for you I'd say. If you're European you may want to do a little research and see which servers have a buoyant Euro playerbase. Titan and Bahamut both seem to have Euro shells (guilds) on them.
Maybe browse a few of the server forums on this board and see if any of the posts seem to indicate an environment you'd like to play in.
From my limited experience of two servers, Quetz is quiet, and Fenrir is quite busy.
Different servers have different standpoints on certain key issues, and different server mentalities in dealing with them - have a look through the server discussion forums and see what you think.
Best idea is to start your first character, see where you end up and see if the server has players on when you usually play - if not, try another server.

Grizzlebeard is right in that as a European player it'd be in your best interests to make sure that the server you join has a relatively strong Euro presence. Most servers have a pretty even population, but some folks are more active than others, so starting out on one where people are more proactive in that area is a good idea.
Bahamut seems to have an ok Euro contingent, and from what I recall of Seraph, they do ok as well in that department. Probably best to read some of the server forums to get a better feel for them.^^
Im part of two LS's that are full of Europeans on both my respective characters, but if Titan has more then perhaps a wiser choice.
I maybe should have clarified. I was referring to something other than a social shell ie Sky/Dynamis/HNM/Limbus events daily and not starting at 1am. While that may not affect the OP initially it may be a source of frustration when he reaches 75 and actually wants to do something other than chat and level another job.
If you want a good server I would suggest NOT coming to Asura. The only reason I'm even on it still is because of some close friends.
Asura probably has the rudest people in the game, high prices, elitist as far as the eye can see, etc. It may be the same everywhere, but I'm just telling you how it is on Asura.
