Chocobo Circuit = Quick Transportation?

I pulled this map from POL Utils (btw, new version, 0.9.0, is out).

Looks to me like possibly some form of quick transportation, but I don't know how that would work. I don't want to hype anything, so take this with a grain of salt.

Looks like a race course, with each of the areas having a theme on the area they pertain to be.

that would be my guess, with instanced races, sort of like how assault is instanced.

There's a map for a racetrack like area that corresponds to that one I believe. I'm betting those zonelines are either airship/ferry docks so you can travel to the track from any major city.

But that's just my guess.
