From what I've read and been told, its a combination of attacking and healing. The only people I've heard of getting the full 700 are the ones who heal the majority of the event, but also throw in some attacks (mainly bard songs and perhaps banish). Haven't heard of any melees who got the full xp, but I suppose its possible somewhere.
I'm not sure at all, however, if dieing or hp'ing to say Whitegate, and then coming back in for the rest of Besieged have any effect on experience gained.

i have a friend who converts and heals himself full 4 times and gets full. It seems healing a certain amount of HP is the key. I'll do some testing when i get into besieged :D

I have found simply do your job.

My nin friend tanks (normally he follows one of the generals around and tanks the mobs they are fighting) and gets full xp. I go as either whm or rdm, and heal/haste/flash (if on whm) and raise the dead and get full xp. Helps keep my rdm xp capped

I was a ranger last night in besieged and i got my full xp by shooting at mobs. I never actually killed any, but i did sidewinder when i had tp. To note i used wooden arrows and the selene's bow and acc wasnt to bad, sidewinder his 5/8 times (but i used kaburka arrows for sidewinder)

healing is the best route. cure peeps, buff peeps, and toss in an occasional dia 2 to assist the melee.

whats considered full xp? i get 700xp when i play nin. i did also kill a sam while charmed though...

700 is considered full.

I usually do that by running around on my Black Mage tossing out cures and raises.

It also seems that death takes away from your total.

I almost always get 700 exp on my Paladin. I try to tank anything I can and survive the
whole time. (I melee and heal so this may support what Caspian said about doing
both to get the whole 700)

My friends think that if you die you don't get as much experience, but you can build it
up again. I have died and still gotten the full amount, so I tend to think this also.

I've gotten 700 exp before and so did everyone who participated in it, if they did not (a) D/C (b) Die (c) AFK for the entire event.

When I got this 700, all I did was dispel, refresh and haste and cure. I think I put 2 Bio IIs, but that's about it. There were melees, like DRKs that got the full 700 exp and not one of them subbed a mage job and healed themselves or anyone else for that matter.

Add:

I think it's being able to "tag" monsters. I land dispel on a lot of the mobs, probably about 7-9 of them, given the situation and proximity of the mobs. I don't ever try to be the first on the hatelist for any of the mobs, however and I don't trust the people who participate enough to be on the second or third for that matter. As long as I see the mob has lost about 3~5% of its hp, then I'll go "tag" it. Some of the melees I know prep for Besieged the way you would Dynamis: turning off auto-attack and having an /assist macro and appointing one player to "tag" a target. This makes taking down a mob faster and they can touch 8-10 mobs before the event is over.

I think exp is attributed to the number of enemies fought, the number that actually is defeated and then a combination of being able to last the duration of the event through active participation. This also means not dying.

I have sat back and cured as BST, and straight up meleed on BST/NIN and gotten full exp before.

When i go as BST i nearly always get full XP, but... i have DCd and entirely frozen up during gameplay 1 too many times... and the last time actually "broke" my 360 for the rest of the night. Its just so terribly taxing on the system meleeing next to 50-100 other people, even with all effects turn off.

So lately, I have been going as WHM, which is level 40 and using Besieged to cap my skills. Curing NPCs, Buffing NPCs, Raising players, and Banishing/Dia'ing Mobs. I haven't hit full XP with WHM, but i have come close with 658. I am there more for skillups though.

Interestingly enough, when i received 658 (highest since has been 500) i was 40WHM/BST =P I was charm binding mobs whenever i could, which is actually more helpful than you would think since often times melee are chasing them around trying to hit them =)

Here's a question, does the level of the mobs attacking affect the potential experience gain? The other day we had a level 1 Besieged and I got exactly 300 xp, and I thought I used myself to the fullest ability. Does anyone know if all Besiegeds, regardless of level, yield 700 xp or if level affects it?

I died 3 times today and still got 700 exp 700 IS, so I don't think death has much to do with it.

The first death was when an Assault Bhoot objected to me trying to silence it and cast Freeze. (As a RDM, it really pisses me off that, apparently, every mob in Beseiged is totally immune to Silence, one of my most powerful and job-defining spells. Yeah, that's a great way to promote more tactical play: make tactics useless!) The second and third deaths were both within 10 seconds of raising from the previous death, getting killed by AOE before I could even cure myself. (Of course, with the lag in Beseiged, it takes about 5 seconds to cure myself...)

After I managed to get away and unweaken, I did a combination of melee - I actually hit fairly often, considering I was on RDM and using a B weapon and no food - with some enfeebling, dispel, refresh (myself and others) and haste. Enfeebles other than silence work, but seem kind of pointless - beseiged mobs have pathetic normal attacks and insanely strong tp moves, and most enfeebles don't affect their tp moves. Tried a few nukes but they were horribly useless - Tier IIIs hitting for under 100. I hope BLMs have better luck or they'd be a complete waste of a player slot.

I'd say I was probably engaged on at least 4 monsters at the time they died, I don't know if that is a factor. I was deliberately targeting the wounded - splitting our firepower doesn't do any good, especially on Draugar that will just blood saber if you aren't damaging them fast enough. If I can't find a general my priorities are wounded mobs (because one dead mob is better than two half dead mobs), bards and qutrub (to stop them from buffing everything else), blms and other squishies, everything else.

I was hoping to get some sword skillups (only got .2), so I straight-up meleed last time as rdm/nin. If I can do it with the crappy melee gear I bought exclusively from the AH, I don't get how real melees can't get the 700. Maybe I got alot from curing and buffing myself.
