Not allegiance-wise, though you can do its missions. It's kind of like how the game 'allows' you to join groups of conflicting interest, without all the drama of actually doing it?
Let me explain.
Aht Urghan's main defense force, aside from the Immortal Blue Mages, is mercenaries. Well, the main nations are all like "Scandalous! Having to recruit outside your borders?! Can't they defend their own territory?!"
...yet when you, an adventurer, go and sign your services (for a lot longer than you intended! You'll see) to be a mercenary, no NPC really cares that you did, so you can continue with everyone's missions, and not just Aht Urghan's.
Another Example: Blue Mages hate Corsairs. The Blue Mages are the police force of Aht Urghan, and the Salty Sea Dog Corsairs are all about sticking it to the BLUs, being gamblers and pirates at the same time. Yet when you, an adventurer, infiltrate both groups...
BLU: Stupid Corsairs!
COR: Haha! you'll never catch me, silly Blue Mage!
You: I am both a Blue Mage, and a Corsair.
BLU and COR: Rockin', wanna get a chai later?
