That would be quite hilarious. I believe Paladins should get a holy spell that does quite a bit of damage, and generates some threat, or lowers the threat gain by other players though...
So basically it's a tier 2 spell that hits as hard as Tier 3 spell, and can't be reflected, counter magicked, dodged, or absorbed/nullified (since it's non-elemental...on the other hand, no elemental bonuses from rods.) Of course, it's wasted on the (super-)Squire class, and by the time you get it there's a wide variety of overpowered tactics available like Ninjas with Martial Arts.
My next playthrough is going to be a 0 random battle run (basically go directly from one story fight to the next) and I'm going to make Ramza a caster (because Ramza starts with 70 Faith and has the Magic stat of a girl, and Mystics are awesome). I'm going to toy around with changing him to a Wizard and subbing Guts/Mettle once he learns Ultima. Since I can't grind my other options will be limited and the spell might be worth spamming simply because of its MP efficiency. Of course, it'll still suck against any enemy that has tragically low Faith, but then again so will every other Black Magic nuke.
EDIT: I also used to think Cloud Strife sucked but he actually has good stats and abilities. For example Cross Slash counts as a magic attack with a power of 22 (close to Tier 3 nukes), has the casting time of a Tier 1 nuke and doesn't depend on you or the enemy's Faith so it always deals max damage (and like Ultima it bypasses Reflect and evasion.) Climhazzard is an inverse Shock - deals (Enemy Max HP - Current HP), so once the enemy's lost half his health, he's dead, unless the enemy has over 2k HP. Blade Beam is actually the same thing as Shock, other than the fact that it has a casting time. Still sucks that he starts at level 1 though, and it's not like Beowulf and Orlandu aren't way more broken.
EDIT2: You also have to take into consideration that the final boss (and maybe Ultima Demons, can't remember) has a harder-hitting version of Ultima (equivalent to a Tier 4 nuke) and All-Ultima (equivalent to Meteor/Holy) so the player-usable Ultima isn't really the end-all spell in any way. That honor belongs to the Zodiac summon.
