I hate to say it, but your question has been answered many times over. While almost any job can solo with some effectiveness in to the 20s or early 30s, after that it will just be tedious (and in many cases nearly impossible).

In FFXI, the king of solo EXP is Beastmaster, and by most standards, BST is only just barely a "reasonably good" soloist. With the exception of certain prey, BSTs often exp at a little better than a 3rd of a good exp party's rate.

Behind BST for soloing is DRG/mage, which while good at soloing by FFXI standards, is barely a close second (DRG soloing is riskier by far, because you operate on an HP margin, while if a BST is doing it the right way, they take minimal damage).

Soloing outside these jobs is situational at best. While there are times when many jobs (chiefly BLM, RDM, NIN, THF, SMN, and BLU) can solo quite well, trying to solo any of them from 1-75 will just eat your sanity away.

Well, that's the thing. The criteria you're asking for are next to impossible to get all together and still make a decent soloer. It's like you're saying "I want a car, but it needs to be fast and get good gas mileage and hold all my stuff and fit in a compact parking space."

You're either going to have to have a pet or shell out some gil. You know how there have been all these DRG/BRD suggestions? DRG/BRD needs really good armor and food (Galka can get away with a little less, but still, you can't skimp). The only solo class that can really get away with cheap gear is BST, but that's a pet class.

And frankly, if you're not willing to take any of the suggestions for combinations that other people have found to work, you're on your own. Nobody's going to strain themselves trying to meet some ludicrous combination of requirements just so you can solo all your XP. The options have been laid out. If you don't like what's on the menu, learn to cook or try another restaurant.

There is no rush. If you're not willing to take your time, don't be surprised when no one wants to give you much of theirs.

I'd even argue that point. While most charisma gear tends to be on the cheaper side, you'll find that most good BSTs wear pretty much the same stuff that a melee DD of equivalent level would wear. Our only big break comes because, since we tend to target weaker mobs, we can choose more +STR and +ATK gear rather than the much more expensive +ACC equipment needed to hunt higher level mobs-- and we can only afford to skimp a little bit there, since it's so vital that we build TP in time to finish off the prey at the end of the battle. For instance, for building TP, a combination of Venerer's and Shikaree rings are probably good enough for any soloing BST, while many melee DDs prefer to go with Sniper's or Woodsman's to make sure they connect often enough. My WS gear probably looks the same as any WAR of my level-- not OMGWTF gear by any means, but it's not cheap either.

BSTs can "get away" with crappy gear because there's no one there to judge you. We're every bit as dependent on our gear to maximize our performance though. You know how quickly a T or VT mob can eat up a melee even in good equipment. Those BSTs that try to go cheap either learn the error of their ways, or learn to put up with slow exp and a lot of death.

Ellipses put it right. your criteria are next to impossible.
if that job was attainable, everyone would be playing that job.
there's no easy way to XP in this game w/o having to give a little.

no tools, no pets, low cost, decent solo.... the answer is, not in this game.
          good luck.
