Ok, this is how it works. You are guarenteed that your character will be there up to 3 months. So that means you can log back in and set up your account and it will still be there.
Now after 3 months, you may or may not be able to do this. But if for some reason you can not set up your account via logging in, then you call them and they can set it up. They allow you to do this ONCE PER ACCOUNT. They hold the characters for up to one year.
Now as to your registration codes, NEVER cancel your POL account. Your POL account is FREE. You pay for your content ID's and you pay nothing for POL. So cancelling your content ID's makes it so you can not log into the game but you could still keep in touch with game friends via your Friends list if you like or via Chatrooms. Now if for some reason you choose to cancel your POL account, you have 3 months to reactivate it. If you do not reactivate it within 3 months, the registration codes will become invalid. That means you'll need to buy a new game if you want to play again.
I just reactivated an account that was cancelled 4 months ago for my cousin. This is exactly what the customer service rep told me when I was reactivating the account.
Now if they happen to be having a special event, like they are now, then follow the instructions via their webpage to activate your account. I think that the Return to Vana'diel event is going to be something regular (probably once a year) so that really helps for people who kind of fall inbetween the cracks.
