With 750 people on Leviathan in Al Zahbi alone (that didn't include people in Whitegate, BTW) causing my having to retry to login numerous times over the span of 15 minutes due to server congestion, I'd say that there are some issues regarding THAT, that need to be addressed first.
Seriously though, they should add new teleport spells. There's already one Olduum ruin we can teleport to, why not make it a high level WHM spell?
Because a level 1 player could solo the Olduum quest with ease, that would be my guess.
Really, I don't understand the complaints now that there's a teleport ring to get real close to Al'Zahbi. Quest takes a half hour to do, tops, easily soloable and can be done in tandem with the BLU quest if you so desired. Easy. Hell of a lot easier than whipping up another lame teleport scroll quest.
Also, you can pretty much go anywhere from Al'Zhabi. WHMs are already there gouging for Teles because of lazy people There's two Tarus that can teleport you to or near Jeuno from Al'Zhabi. From Jeuno you have access to the three nations, in the three nations you'll have OPs if you quested them.
But people are lazy, "get a WHM to tele and/or BLM to manaburn it for us," right?
One tele's you for free and usually misses the mark by a bit. Second requires an Imperial bronze piece and hits Jeuno directly. Not sure on the exactl location of the 2nd, the 1st is standing on a box in Al Zhabi.

Free Jeuno teleporter is in the beseiged district of Al'Zahbi, across from the residential area exits. Where you end up is random, sometimes you'll get lucky and land in Jeuno, but its typically that he'll warp you close to Jeuno, like near Qufim Island zone, for example.

You have tele rings too for the crags. The Olduum ring is only one charge per twenty four hours too, which limits its use.
I have my HP in Whitegate as it is. I can live without teleport spells to get there. There isn't really a reason -not- to have them though. Laziness isn't the issue, its time efficiency.

Really, I don't see why I'd need to go back to Al'Zahbi multiple times per day via the ring anyway. If it came down to it, they could just shave a few hours of the recharge, similar to NPC signal/tactics pearls and make it 16 hours.
As it is, I hardly use teleports anymore, as mage or melee. You just get the grunt work done and travel time becomes a small issue.
