I bought my burning claymore,and i have been hitting animals with it. It says that it has additional fire damage, but it rarely does it. Is their anyway I can make th additional fire damage happen more often

Nope. Some items with additional effect activate all the time, others rarely. It depends on the item, and there's no way to change that (well, in this case you could play Red Mage and cast Enfire I suppose, but red mages can't use claymores, hah).
