I'm in windurst and I used to be able to see firaga for purchase but now it isn't listed there anymore...

What's the deal?

I really wanted to buy it... I come back and its not offered at either store anymore... (it was at the reserve before)

More spells are offered at each store the higher the nation's conquest rank is.

Some spells are only available if the nation is in 2nd or 1st.

In the specific case of the Federal Magic Reserve, I think some of their spell selection is duplicated in Selbina (in between the two main buildings are two spell sellers) and/or Jeuno (magic shop in lower jeuno), so you might try there for the spells you want. A complete list of spells and where they come from is available on mysterytour and other places.

What's sold in the stores varies by different conditions. Some items are only sold on specific days. If I remember right the Alchemy Guild sells a specific item only on Firesday, the conquest NPCs will sell stuff if your nation controls that area and some sell even more stuff if your nation is rank 1 in the conquest system.

Some stuff the shops will sell even depends on your nationality. Even your Fame in the game effects prices the NPCs sell the items at to you. After some time passes you'll be able to identify which the stores generally sell so it gets easier to find things.
