Actually, it is Mhaura.

A recent quest added in the latest update gives some insight into the mysteries of Aht Urhgan. Mhaura will begin sending adventurers to the Empire, as the Empress has called for mercenaries from all over Vana'diel.

mhaura doesn't have that big ass tunnel like that. otoh, it could be some place they'll add to mhaura in the future.

well, I'm at work now but I thought there was a big ass tunnel on one side of Mhaura. I haven't been there for a long time but I remember rocks and cliffs on one side of Mhaura and I thought there was a tunnel. I am going there tonight and I will post screenshots once I take them.

I could swear that watching the animation when the Fairy pulls in, it goes through a big ass tunnel. Damn I hate work, why couldn't I have won the lottery so I could stay home all day and play FFXI.

The "big ass tunnel" is the opening to the dock, where the ferry leaves.

Updated info states that there will be a fairy from Mhaura to the new Aht Urghan zones. So that makes perfect sense to see the sign there.
