So I need to change my main job from black mage to white mage and my support job to black mage? (I'm currently a lev 18 bl mage) Is that what I'm hearing is the best thing to do?

Whitemage is the best sub for Blackmage at low lvls. And vise verse.

When lvling BLM sub WHM.

When lvling WHM sub BLM.

Yeah whm/blm is your best bet.
Even if it turns out that you really don't like being a healer, just take it to 37 - then you'll never have to level whm again ^^

Or lvl RDM cause you get some cool enfibles and protevtion spells

RDM gives more of an INT bonus as a sub than WHM does. It also gives the fast cast abilities, which are definitely good to have if you're soloing.
