Actually, given all information available to us, they don't, and given the future, even less, as he mentions rewriting the input system yet again.
Your theory, is wrong, in that windower proabably uses a more simplistic approach and can't do anything you're thinking of, though as Cliff and Co themselves mentioned, parts of it, can indeed be dangerous, which no one is privy to but them.
In the end, and has been argued before, it's not windower's problem, but SE's.
Windower and ffact people have said that SE puts information in the client side that logically and security wize have no reason to be there. It's like a Microsoft-seque, "I make it easy for you to abuse me"
It's not windower that's making it dangerous to hack, it's SE. Until they clean it up, windower does more good then bad(if anyone has enough skill to hack the client, not having hooking ala windower isn't going to slow them down)
