Republic Gold Medal problem

Greetings

I use the Republic Gold Medal for most of my leveling and switch it out when in an area that Bastok actually owns. However recently I have noticed a problem that the RGM simply doesnt work. Period. Reguardless of where I am. (the item gives +50 MP when used in a nation outside of countries control) Does anyone know if there is some hidden effect that might null this bonus or has anyone had similar problems?

If you don't have your signet active, you will get no 'nation control' bonuses.
