well they said 3 hours downtime so 3 hours from when the servers went down if all goes well. of course it may go well or it may not, thats the nature of the beast.

rhys instead of creating hundreds of threads to ask questions that people have already answered for you, why don't you take the time to read the responses (or use the search button). in your other thread starving artist posted a very handy tool for you to convert the times. also in the other thread Inu (i believe) posted for you the POL EU web site.
