Hello, is the framerate on the Xbox 360 version of the game capped to 30FPS like the PC and PS2 version ?

Pretty much. It'll take major engineering efforts to change it.
If they do implement motion blur though, it's going to be an almost non issue. Read up on theories of framerates and thier perspective on the human eye.

In addition, the processing power of the 360 will most likely make sure that the game stays at 30 FPS. Although it's not a terrible issue, there can be quite a bit of slowdown on most standard PCs and definitely on the PS2.PSN ID - PaiPai Gamertag - PaiPaiMaster Steam ID: Pai Pai Master

Most of the slow down is from the CPU, and main memory which ffxi heavily relies on, i.e. Jueno load.
360 shouldn't have problems with that, if SE developers make even the bare miminal attempts to optimize.
I can't speak for dynamis though....That's a slowdown waiting to happen.
As I said it will be much less of an issue if they imiplement motion blurring(GPU is working here not CPU), if what we saw in the video is true to form.
You can slow it down to 18fps and still not realise choppiness if motion blur is done correctly.
Usually motion blur is bad for quick reaction games like flight sims and FPS games, because gamers want percise vision of their enemies(reason it's not always implimented) and thus you want that l33t 120fps or some such.
But ffxi isn't that kind of game, and should work just fine with motion blur if not a little disorienting at first. It's all about cinematics.
