        Recharge fee for Empress is 100CP, Chariot's is 50CP. Also you can only recharge them once per tally as well.

          Noob questions.

          Lets say you have a newly created character. How accessible are these?

          Which is the most efficent way to get CPs at the low levels and is there somewhere a guide explaining how they works, their purposes, how the tally cycles work and so on?

              Make sure that you get a signet from one of the gate guards from whichever city you start in. Once you have a signet, start murdering everything you can outside the gate. Basically, just do what you would normally do to up your levels. As long as you're getting exp, AND have a signet, you'll be acquiring CPs. There are also other ways of getting CPs (trading stacks of crystals to a gate guard, trading unused weapons/armor at an outpost), but by the time you're able to do either, you should have enough CPs just from leveling to get at least a Chariot's band.

                How is this possible? They are usable only once per week?

                If they have a reuse time they should be usable at least once per day...

                  Each band has 7 charges. You can only use 1 charge every 16 real time hours (or was it 20 hours, I may be confusing it with the Signal pearl). Once all the charges are used up, you can't use it until you have the ring recharged. Recharging the ring for all of it's charges you can only do once per tally (week). So the most you can use the ring during each tally period would be 14 times.

                    Have Signet on and go kill stuff. Your conquest points is a fraction (10% i believe) of the xp you get from killing monsters.
