I want to buy mila corn, but my nation (Sandoria) does not have control of a certian region. So I looked at some guides to see where i could find this in windrust(has control of certian region), but i can't find this npc. I looked all around the positon the guide told me. Does anyone know where i get mila corn in windrust?

It should be a mithra near the hat shop in Windurst Waters. She's standing up against a light pole, I believe, and I've bought millioncorn from her before. FFXI Resource Repository has this to say about her:

Or you can buy it from the Cooking guild shop but sometimes its expencive from there.
