Lets say you buy a content ID on august 28 with the intention of playing for 1 month. So to make sure you are not mistakenly billed for 2 months you cancel that ID right after. It says you will be billed for the month you paid. Would this mean you will only have access to that ID for 3 days till the 31st?

The way the first month's billing works is a bit odd. You won't actually be charged for the the month you create the account until the end of the next month.
So if you created one today (28th Aug) you wouldn't be charged until the end of September. At that point you would pay the full fee for September + 3 days of August.
So to play for 1 month you'd have to cancel some time im september.
