Yes you can, lvl 20 is one of the requirements. POL has more info on it.

Yes, you get a loverly ceremony held by a GM, weddings ring that you have to exchange.
They're quite expencive but aren't they always?

The level requirment to get married is 20 not 40 the rare/EX wedding gera you get is lv20 unlike the level 40 gear that is crafted-------------------------------------------------------------------------
