The point I assume is to illustrate the importance of Tulia.
Al'taieu is the Ziraat home, Tulia IS the pathway to the gods, The Stellar Nexus is the focal point to the Plane on which the gods reside. The problem is that the Ziraat wanted to bring said plane to our fair Vana'diel. Bahamuts wrath painting means he smote the offenders. Smote them but good.

so what's the big circular w/white area underneath tulia in the painting? the sky? water?

ya after looking at it again..
there are only two possibilites..
cause yes, that picture shows tu'lia in a lake surrounded by mountains.
anyway..
it's either Tu'lia in construction phases..
(think of it like the death star in return of the jedi )
or it's Al'tieu..which I doubt..
but who knows.
