was wondering bout the waugh bagnakas... hear the latent is active under 100 tp and during weapons skill.. this true? also heard they give u attack +14 can someone plz confirm this?

I read somewhere that Tungi has a hidden effect of +double attack and +attack, can anyone verify?

No. Simply, no hidden effect whatsoever.
