Hey, downloading game right now, cant wait to get started. I noticed how there isnt an official ffxi forum board so im guessing this is the next best thing.

Which server is best to go on for my location... Eastern North America?

There aren't regional servers in FFXI. Japanese, American, European, French and German players all share the same servers.

I'm new to Dreams as well, but my question lies not with a server (I've hit lvl 4 with my tarutaru wm) but with the conquering system. How do I gain more points to get the empress ring? Do I have to kill a lot of Orcs or what?
