It's $12.95/month for one content ID and $1/month for each additional content ID. If you have one content ID you can delete and remake as many characters as you want on it and you'll be charged $12.95/month.

For making gil (and any other question in general), try using the forum search first. That's a question that's asked and answered quite a bit. At low levels, you don't have a lot of options unless you want to start crafting or fishing. Mostly keep signet on all the time and sell stacks of whatever you get on the auction house.

one thing that WoW taught me better than this game is this.

sell everything that you don't need and that isn't bolted down.

You may want to invest in something that unbolts things.
